Any Linux VPS can do this.

There are some good guides on here on setting up SMTP servers correctly.

Or any half decent webhost.... I'd go with a webhost and phplist

I have a few million highly niche e-mails that need to be scanned. I suspect at least 10% of the list will convert into real e-mails and will be used for mailing purposes. I do not need to "Login Check" these e-mails I need to scan them to see which e-mails in the list exist and are working, and which are not. I will obviously pay in mass highly targeted niche e-mails if we can get everything sorted out.
