You always need to setup according to your requirements, dedicated server with commercial MTA is good option however.

Options are really depends on your requirement..
If you want to send mails to double optin list then i suggest you to go with reputated ESP ( mailchimp , aweber , getresponse etc ).. you can also configure your own server but you have to build reputation by warmup ips .. and the important thing is you have to select a reputated datacenter to buy server and ips and soon you will be able to land your 90%+ mails in inbox. you can select softwares suits to your budget and requirement

IF you want to send spam or single optin list .. then get a n number of ips based on your volume. try to get a bulletproof server so you will not get suspended by datacenter because of spam complaints . Interspire and powermta is good for you to go

Email marketing is good and cheapest way to reach maximum people.. but your domain could get blacklisted if you will spam your website directly to the email list ..so better to create a landing page .. link your main website there
