what is the best way to promote these backlinks and get them noticed by google?

You need to get them indexed. Try bookmarking them and/or pinging them. Or you can purchase a subscription to linklicous to get your links crawled and hopefully indexed.

Ignore them and move on.
Let Google find them in it's own time and concentrate on the next step.

google doesn't care every time you post a link on an already indexed page. as the poster above said, let them be found naturally.

Usually, links that are post need to be pinged or bookmarked.
