Building US Links to foreign Website?

Hey,
when I am building Backlinks, with services bought here, will I get penalised, if I use german or french keyword anchors but english content?

Also if this is the case, how could I build proper german backlinks, maybe also buy them?

I am not sure of the niche, but you should primary focus on country-specific niche blogs as well as news sites, and parasites. It will give you better results in the long run than trying out US sites.

Try your home language sites it works better than building backlinks with foreign contentl

i think english content is still the best for link building, most bot, program built and understand english lang.
