Building Tier 1, medium budget

Hello guys,
I need to build around 100-150 Tier 1 backlinks. How to do it? Of course for Tier 1 I will go with web 2.0, bescause it seem that is best. But what to use actually? I got budget of around $350 and I don't want to spend it on some shitty service from BHW.
btw I already made facebook and g+ page, twitter also..

If you're not interested in any SEO servies from BHW, then why post here and get about 22 PMs from people offering their services on BHW?

I ask for advice like. "Buy GSA for Tier 2/3, for tier 1 build it mannualy. You can make tumblr blog with spined content" not "hey bro, i got awesome service and it fits your budget. only $300 and your site will be first in no time."

There are many Services here that are great! You could have just asked for advice on how to do it yourself. You already seems to know what to do, what I'ld like to add is Don't go for quantity, instead go for quality. Manually creating your T1 is the way to go and avoid spun content. About T2 -T3 Many Softwares can help but what is most important is which software are you very good in. Also before jumping into link building Look around for PHPBUILT thread on site building, it will be of much help to you especially if you want to rank for long term
 
Is teired system a 2014 thing or will it stop altogether ? Google will want to stop this soon

I just did. AWESOME thing. Here is what I done from it:
- Rewrited my site description
- Got All in one seo plugin to deindex some pages from google
- and last but not least i deleted keyword from my site title :)

lmxftwlmxftw let's be realistic.. with content alone i will rank, never.

You should be looking after quality backlinks and most of them are right here!

What the f are you talking about? Tiered backlinks is the most natural looking type of link building. Why would Google want to stop it? If you dont have advice for the guy dont talk out your ass.
 
There are quite a lot good seo service providers here on bhw who provide good quality manual link-building. Moreover, to build quality links you always need to have good content as its really that matters most nowadays.
if you are just starting up with seo its not possible for you to build up Tier 1 links all by yourself so better go with those above suggested tools or choose a good service .

You don't want crap, you want good backlinks. Of course.

But 350$ for 150 links, that's like 2$ a link? To get 150 links you will need: deeper pockets / lower expectations / think outside of the box.
 
You really lost me with the whole "BHW shitty service" comment. Plenty of excellent services in the
marketplace and legit reviews to back them up.
 
I bought few services from here and I never saw rank improvement.

Why would someone sell backlink services when they can rank their own sites and make more money if that is really possible. The only exception is when they have a backlink script they coded so it is so fast so they cannot build their sites as fast as they can build links. However it is most likely they just cannot rank their sites with their links..

If there is someone who disagree let me know why.
