Hi,
Is it safe to build web 2.0 tier 1 links to BRAND new domain (<1 day)?
If yes, how many is a good start?
Small competition keyword if that matters.

Should SEO be done to the root domain or pages as well? (blog posts, products, etc.)

Sure, I don't see how web 2.0 tier links would hurt a BRAND new domain unless the web 2.0s are old, penalized and spam-raped accounts?

To start, I suggest you utilize all the web 2.0 domains WITH PageRank. There are threads here in BHW which shares these lists.

And for your last question, yes, make sure to do SEO on inner pages and make sure the inner pages target keywords which are not targeted by your homepage (for more diversity and more traffic).
 
Start by posting 2-3 web 2.0 per day. for the 1 month.
Then double it, next month.
Add in diversity links and social signal.

What matter is which page you wish to rank.
 
Regular update your web2.0 blogs with unique content, web2.0 are safe these days :)
 
First update your blog regularly and then Build web 2.0 links, This worked well to me

Do not start until you have added a good number of articles. Give the site as much social presence as possible and continue to post the article links around social sites etc. Don't focus on SEO until later on and in the meantime implement digital marketing using other methods.

Work on your brand...

This will give you a strong base so the SEO will be a piece of cake later on.
 
Try making a network of 30-40 niche related web2.0 network. Just keep adding articles related to your niche. Then you can just link from your already established web2.0 anytime you want. Drip feed content like 1 article after x days.

I always build new websites and buy links from link building section and before that i have used fiverr.
