I want to rank my website with some tougher keywords, low medium competition. I have been using web expire 2.0s or blasting them with a gsa gig from fiver recently I think they gave me a minor position change +2-3 positions in the last week but not as much as I would like. Should I hit the pages with more web 2.0s (I used 5). I don't want to build a PBN its pretty expensive and time consuming, maybe can I buy PBN links, is it okay for me to buy some decent quality PBN links from marketplace or is risky?

You can buy now. Good PBN's Alone can shake the serps.
 
Building a PBN is Best. Web2.0 not gonna Give you much boosts. Buying PBN links from MarketPlace is Safe but not 100% Also, Relevancy with these PBN to your Money Site might be Vary which leads not much Boost compared to your Own PBN with relevant domains.
In the End, Ask yourself do you trust that Niche? If you invest $xxx/xxxx will you able to make Good ROI? If Yes, Then Go Ahead.
 
I would build more expired web2.0's, send some social signals and other free links that you can manually build, before sending PBNs.

If you are for the long run, get on PBNs where you rent the links. This way it is most likely the quality will be higher and the pbn won't disappear after 5-6 months.
Otherwise go with guest posting. Plenty of work, but rewarding.
 
pbns which you buy have the risk that you don't control them ... so eather do them yourself or go for web 2.0
 
If you have budget, then go for PBN. If you can't spend more, then go for links. PBN is better but it will cost monthly. You will have provision to change the anchors or links whenever you want.
 
The safest and most-effective option is to build your own PBN. Buying PBN links will always have some risk, simply because they are not private networks. And the best PBN links aren't cheap anyways -- usually you'll pay a monthly fee. Yes, building your own PBN can get expensive, but by doing so you'll have the most control and get the most long-term value.

Then how can you expect to make money with SEO? You need to spend money to make money, otherwise, don't bother and move on to some other IM venture.
 
SEO has become an investment game , also just because there are rich-skids investing a lot of money and i really mean a lot they have made the market go BOOM!.
