Sounds like you don't know enough about the PPD or CPA industry to own one much less start it from scratch. This is combined with the questions in this post and asked of me on Skype where you acted quite immaturely when I chose not to undergo the task of helping you start one.

If you are serious about starting a PPD you need to have some investment money. I would recommend at least 300$ for the script and design if you know someone.. More if you don't. You don't have to worry about having money to pay them right away, if you do NET30 payments, just do the payments at the same rate as your CPA (the network you get your offers and get paid from).
You definitely want to have a programmer who knows some security to either build your script, or be on full time support incase there is an exploit, or just a general issue with the site, which will happen more than you probably think.
