Building a community making users visit site again?

This question is for those who've done it in past, basically I wanna know what is the best way to build a community, what are the best ways to advertise a forum community beside advetising on forum.

I basically don't have time and patience to write articles on forum and shit.

Does anyone have any suggestions?

My goal is:
- Getting as many returning visitors as possible
- Getting as many registrations as possible
- Getting as much engagement as possible on site.
