Building a classified ads website

Starting a classified ads website in a specific niche, I'm just reaching out if anyone has any tips for getting started? Should I scrape ads from other websites and reword them and list on my site? Maybe I should start a blog first and build out some authority in niche before transitioning to the classified ads idea.
