I am pretty sure the mobile app would need to host their database somewhere in the cloud. It could even host database in Microsoft SQL as well as its website backend resources needs to be hosted.
I also do believe it's more efficient to create backend of your mobile app from the website itself and link both through API Endpoints as you don't want to fragment your data and customer base into two separate databases/backend.
Have you validated your idea? What unique values are you going to provide that you competitors aren't already providing? I would build your website first and wait a year to validate mobile app development unless the business model inevitably depends on mobile app from day 1.
I think that is better have your own web site for your mobile app.
But the best way to get your mobile app promoted is using various marketplaces like Google Play and related.
