Build Profile Backlinks?

Is profile backlinks still now effective?And how to get them?
Just register on high PR forums and fill in profile with our anchor text and our URL then leave them alone or collect those profile link and ping them with pingomatic?

Yes they are effectiv. Use high PR sites and let google crawl that links naturally, but since the google algo changed articlebacklinks seem to be more important, but generally a variation of every type of BLs is the best way to go.

A few day ago i also read a forum tread about same question. I found there positive answer that profile backlinks are effective. Before reading that forum post, i knew that profile backlinks are also effective. Still i think its effective.

Finding forums in your niche can be even better. You can ping them too or just leave a few to get naturally indexed. Don't stress too much about pinging them all, all the time.

i dont think article backlinks has changed anything

I find them so volatile nowadays, they still work but much worse than before

If you make anchor text on forums then some forums may consider it as Black hat SEO and they may band your account due to spamming. However, adding signature by following the forum rules is the wiser way in that case.
