Build PPV Network??

Hello Everyone

i just wonder how the large ppv network begins their work,i know it's a lot of hard work & Money to start a PPV network but i can't get any information about the steps of creating such type of network,i think it may be making a program or a toolbar with adware in it and spread it across the internet through multiple advertising ways until it reaches a good number of clients (10-15 millions mb) and then start the PPV network script which i don't know where to get it,is it available somewhere or they are hiring programmer to make it??

so guys anyone know some info about creating PPV network i will be appreciated..

My guess:

1. Have a lot of capital ($100k min).
2. Hire programmers to program your adware program and website script.
3. Start spreading it via PPC networks and CPA networks (e.g $0.8 per US install).
4. Then start searching advertisers or/and promote CPA offers yourself.
5. Profit after you have paid all the cost.
