Build links for traffic

So I'm following this tutorial https://www.blackhatworld.com/seo/make-4000-month-working-1-hour-per-day.659880/
I followed all the steps, but failed one, the one that says we should advertise the links on classifieds websites.
All the classifieds that I tried didn't generate any traffic at all, 1 visitor maximum.
Do you guys have a list of classifieds websites that will allow links in the ads and that actually generate traffic?
