Build a website for local restaurant that does NOT have one

So i found out that a local restaurant in my area that is super popular doesn't actually have a website. I was wonderingh if there are any methods or if anyone has done this in the past where you contact the comapny and chjarge them X amount of money to build and maintain a website for them.

1. what would be the best wordpress plugins and themes for this?
2. How should i go about writing the email or what to say when i approach them on why they should have a website?
3. What should ii charge them for hosting and for the actual work etc etcf
4. is there any methods that I cant see to find on here that anyone knows about?

Any help would be greatly appreacited! I am not looking for someone to spoon feed me anything. I would just love a method or guide written on where to st art. Again anyh help would be greatly appreacited....
