[BUG] - Rules link isn't working

I was logged in right after registration, and noticed that the rules link, went to the smiley page
the url was going to misc.php?do=cfrules and not misc.php?do=vsarules
just for the admins to go through and look at

there used to be a highly visible green rules link at the top nav bar.. hopefully that'll be back pretty soon.
