Budget for SEO available. Which BST or Strategy to use?

So I have a decent SEO Budget and Im heading the SEO efforts for my companies project..and I want to show them I can deliver great long term results!

What im doing already :

1. Paid Promotions/ Sponsored Content (large Niche Specific Websites - Huge authority)
2. Paid Ads
3. BlackHat SEO (need help here)

So I want to utilize the most high quality BST's on BHW for long term SEO growth. Can anyone recommend a strategy and which BST's I should look at?
