Budget for blackhat SEO vs. FB ads

Hi everyone, I’m fairly new to affiliate marketing and would love to hear your thoughts on this topic.

Which requires a bigger budget: blackhat SEO or Facebook paid ads?

I have experience running paid ads in ecomm, so I have a rough idea of the budget involved there. However, I’m unsure how this compares to affiliate marketing and blackhat SEO, and I’d like to hear about your experiences.
