All depends on the "publication" are you talking about a press release which means no ranking value but great referall traffic? Then you would want quantity over quality but that also depends on the niche and referall traffic. Either way you dont provide enough information for anyone to answer this appropriately. There are too many variables and questions that are unanswered.

Pretty sure anyone that could and would bother gathering the proper data for this would be coding it for themself. Most people on here are not going to waste their time in giving you their compiled data points for free. Also a majority of people on here are not "technical" when it comes to data points like that, you're likely on your own or you can try to reach out to software developers in the seo space.

Your question at the start was very broad and basic. As you speak more Its now become more complicated and your asking for someone to spoon feed you an algo for your own code. So yes, people value their own time they won't give that away for free. It takes time to build a strong algo that works, its not something that is done in a few minutes. Also this is not the proper forum for that. There are not a lot of coders training algos on here.
My job is to enrich the code with the view of what it will produce and the view of what I will feed it with. It's an SEO work. I don't give SEO jobs to do to my coder. My coder's job is to code. He does it according to my guidelines.
Im sure you can find some ebooks on here to buy that might be able to provide you some basic step by step seo informatio or chat gpt might be able to help, but I doubt it. People may respond, but it'll be very general information like, I look at DA and TF, backlink, and spam, yada yada yada. No one has specifics numbers on anything since there's too many variables, hence you need to train an algo to see what statistics works best. Also its very hard to backtest anything due to long indexing times and unknowns on how google reacts to certain backlinks and on page. Your basically asking a question that cannot be answered by most people. It requires a lot of testing which most people are not going to do. I have done some testing and gathered some data but data can easily be skewed or misinterpreted because no one completely understands how googles algo works. There are a lot of theories. My theories particularity does not match up with a majority of the industry, but I have my own unconventional testing and research methods that seem to work. It may not work for others though. From what I'm gathering is that your a coder trying to create an automated seo program with little experience of seo.
