Just following on from @Sherb's thread, I thought I would share my experience reporting BSTs that I felt have broken BHW's T&Cs:

I reported this BST literally the day it went live - https://www.blackhatworld.com/seo/ebay-stealth-paypal-stealth-withdrawable-vba-vba-vcc-paypal-documents.1078457/

I even had contact with the BST owner, to confirm what he was up to, and then I reported our conversation:

I seem to recall that my reports were rejected because he wasn't deemed to be actually selling an identity (rather worrying in my opinion).

To make matters worse, the BST even contained something that was nothing short of being extremely dodgy and completely illegal:

PBGiy4M

I see the BST has been closed (today?) but this comes way too late and it should now be removed from view.

Can I ask that all BSTs involving Paypal accounts are reviewed asap? Also, I think there should be a sticky to catch those doing the same thing via HAF/WTB.

If someone is claiming to sell a fully verified, personal US Paypal account, then they are using someone else's genuine identity. Paypal checks the SSN/ITIN against the IRS database to ensure than the name and date of birth match. Randomly generated identities will not work and the only way it can be done is by using someone else's identity.

Thank you.

This looks serious!! Either the seller is lying about account being real or he really is doing this and endangering someone else's life. In both cases it should be looked at...

And not permitted on BHW - thread closed.

Just to add -

As @Diamond Damien mentioned, sellers advertising illegal services is very much against the rules - (see points 3.1, 3.3 and 3.8 in the terms and rules)

Over the last couple of years, we've periodically conducted a sweep of sellers advertising fake documents and stealth paypal accounts, asking them to remove the illegal services from their marketplace threads.

However, it's worth noting that mods apply the rules as they're documented and use precedent and custom to determine the best way of dealing with it. As we have historically had these threads on the forum, it wasn't made sufficiently clear to the marketplace mods that this is no longer tolerated and contravenes the forum rules.

So, this is on me and I apologise - I should have communicated this better. The new threads that violate the rules will be dealt with as a matter of urgency.

We are working towards improving our rules and processes to make this clearer and more consistent. It's a work in progress and with the size of the forum and the daily maintenance required by the mods to keep it running, it's not possible to provide a quick fix for some of the feedback and suggestions we receive. But we are listening and responding, some of the feedback is already being directly implemented into the platform upgrade and we're working on getting better at communicating this process.
