Just following on from @Sherb's thread, I thought I would share my experience reporting BSTs that I felt have broken BHW's T&Cs:
I reported this BST literally the day it went live - https://www.blackhatworld.com/seo/ebay-stealth-paypal-stealth-withdrawable-vba-vba-vcc-paypal-documents.1078457/
I even had contact with the BST owner, to confirm what he was up to, and then I reported our conversation:
I seem to recall that my reports were rejected because he wasn't deemed to be actually selling an identity (rather worrying in my opinion).
To make matters worse, the BST even contained something that was nothing short of being extremely dodgy and completely illegal:
I see the BST has been closed (today?) but this comes way too late and it should now be removed from view.
Can I ask that all BSTs involving Paypal accounts are reviewed asap? Also, I think there should be a sticky to catch those doing the same thing via HAF/WTB.
If someone is claiming to sell a fully verified, personal US Paypal account, then they are using someone else's genuine identity. Paypal checks the SSN/ITIN against the IRS database to ensure than the name and date of birth match. Randomly generated identities will not work and the only way it can be done is by using someone else's identity.
