I had not heard of it but not what you have mentioned it, I searched the Internet and found a download link lol, someone had uploaded the pdf and it got indexed by google
Will give it a read later.

I thought the same... I cant bring down an authority site.. I asked for only wp blogs and small CB salespages..

but.. some people seem to believe that blasting yourself with spammy links will deindex you while blasting your competitor with spammy links will benefit them. this makes absolutely no sense

LOL, it amazes me how everyone knows everything about spamming links. None of this has been proven by hard science or facts, it's just speculation. Have you ever done it to a competitor? I think not.
Trust me, reverse SEO can be done. I have done it before as a test, but my morals do not allow me to use it for personal gain.

You can not bring down your competitor by building backlinks to them. Period.
However, if you can hack into their server, create out bound link from their website to some spammy or low quality sites that Google doesn't love, you may able to get them penalize by Google.
In the eye of Google, a website have no control in whoever linking to them. Thus, even many low quality website link to you competitor will do no harm. However, if your competitor link back to those low quality sites, there is some evidence of "self promotion" or "manipulation of serps ranking", thus Google will penalize it.
