Here is an example of a company that protects against a DDOS attack,
it says 1 000 000 PPS
(up to 35 Gbps)* , where PPS stands for packets per second.

My question is how many shells approxiamately are needed to bring this protection and site down having protection of 1 000 000 PPS (up to 35 Gbps)*?

or an alternate question would be how many packets per second can an average shell generate?

i take it you're just asking this for kicks or measure your own 'manlyhood'? vistnet would be hard to kill, you do realize they can do more than they offer? they'd be prepared for a lot more, if they were to stay in this kinda of business.

to answer your question: it'll all depend on the server power and how fast the provider blocks this type of traffic. if you got a shell with 100 Mbps unlimited bandwidth that makes around 150 KPPS, you can do the math on how many you'd need. also, the hosting provider will null-route shells real fast so you'd better get more sources and blow less traffic from them.
