I am good with on-page and technical stuff, but where I struggle is link building.
I am not sure how to do linkbuilding here. My DA is stuck on 1.

Can I get .com links from English sites to my Russian site? Does that work or harm?
Should I build some Russian Web 2.0 properties?

you can get the English sites to your Russian sites for that you need to check it in the marketplace for the link building providers...choose the correct providers for your best Ranking and DA
 
Non-Russian links do actually work and do pass link juice, from English made website(s) or any different language,
Good & well-built web 2.0s could be very useful to be used as buffers as well,
Just focus on getting decent links that would actually make you rank instead of moving your DA
