When I setup a brand new blog/sales page, what SEO packages do you purchase first, or what
do you do yourself first?

Nothing. It's your sales page.

But seriously, I'd probably check on my on-page SEO first:

1. Are the keywords alright?
2. Does the site load properly? (speed/mobile)
3. Is the site easy to navigate?

I'd answer these first before moving thinking about buying SEO.
 
I would suggest:

1. Wait for google to index your pages
2. Start slow and steady - Attempt to mimic natural
3. Drip social signals in while building links
4. Do not up the volume of links until you get some ranking
5. Quality over quantity.

Quality is a solid tier one. Manual 2.0s and Parasites are the way to go in my experience.

Also have a superior quantity of quality articles going on when ever you build links and add signals to look natural.

Content can rank on its own. You need to keep up the content while working.

Of course, everyone has their own method. I wait to crank up links until I have at least 100 articles or 20 high quality articles on an established domain. Keep this in mind just because I want to ensure I get no penalty. It works for me.
 
1.Do Perfect ON page optimization for your website.
2. Wait google to Index your Blog.
3. Update your blog regularly with Quality Content.
4. Share your post in social media
5. Build some quality backlinks slowly to your blog.
 
Yes, the most important thing is wait for your site to index first and check your on-page optimisation. Build links afterwards..

3) contextual links
4) ping links
5) Don't worry about speed..
