Bought Gmail accounts - "Access to google cloud restricted"

Hey guys
I am having a perplexing problem and perhaps someone has an insight into whats happening.
We bought some Gmail accounts . We change the credentials and don't do a single thing with the account. A few hours later we get these emails from google "
Access to Google Cloud Platform was restricted globally for this account . The system capabilities of Google Cloud Platform have been used for abusive activities that violate Google’s policies. You can find more details by taking action below.
If you think this was a mistake, submit an appeal. You'll need to do this as soon as possible because your data in Google Cloud Platform will eventually be deleted. This service remains unavailable for your account until you have a successful appeal."

-All the gmail accounts were accessed with each individual IPs. They have not been used by us since we bought them.
- Accounts are bought strictly to access YouTube and perhaps any other streaming platform like Twitch.
-What exactly is this Google Clout Platform, and how does this affect these accounts as far as watching YouTube and commenting?

Has anyone else encountered this problem?
