Bought a site without traffic

Ok,
at DP the guy tells the site has like 5000/month and has screenshots aw stats and stuff, and he says it's from search engine. I paid for that 35$ so didn't worried much. After installing GA it has like 20/month. So i asked a guy where's the traffic and he says "if you do some SEO it would be fine".
Ok, of course. And i asked him how did he get that traffic and he says "i did some backlinking", but there's none of backlinks! And he is avoiding to tell how he get that traffic.
The point is, I want my money back. So what should I do?
Should I raise dispute with paypal on "item not received" or "item not as described"?
 
Yep you can do that. PayPal might not give it back to you though if he response but it's worth a try. Making a video helps.

Next time check all the stats. =)
 
you should use item not as described, but advice for the future, dont trust every word pepole say without any proff :)
 
if you only spent $35 then take it as a cheap lesson learned, next time check out the site fully especially if you ever actually spend some decent cash.
 
If not, I will do credit card chargeback
 
Learn from it and move on and thank God you didn't spend $3,500.00.

Next time place your own GA code on the site to verify all traffic. If the merchant don't go for that then move on.

I raised dispute as "item not as described". It didn't work. I should have lied and put "item not received".

Looks like he bought traffic before selling
 
You might even want to report to the mods on DP that you have been scammed at least the seller will feel the ban hammer.

Paypal buyer protection generally only covers tangible goods, so you might not have much success with your paypal dispute but you can try anyway...
