It depends on what are you trying to accomplish. If you want to rank your keywords or video temporarily buy the high retention not the 30 sec - 40 secs views.

If you only buy views, It will not work. first, you need to focus on high-quality video, description, Relevant tags, high-quality Thumbnail & title that will catch the eye of your viewers, then you can check in Vidiq the keywords that have low competition and you can try to buy high-retention ctr, but from our experience and we have a lot of experience with rank videos and it’s not working, this old way just buy views! 2 minutes and up. Higher the better. Take note that boosting your video will give you temporary ranking, if the video doesn't get much natural views, the rank will fall slowly day by day

This is no longer true, videos doesn't rank as back in 2019/2020 with just HR views, no matter how high quality them are
