If you want to rank some valuable videos to make you money, then you can first build your Channel Authority with low-comp keywords [Promote on FB,Reddit,etc... and get Free Likes,Comments at Traffic exchange sites]
After you gain some channel metrics [Watch time,All Channel Views,Subscribers,etc...] you can upload your more valuable videos [CPA,Affiliate,Clickbank] , otherwise you can waste HQ video by uploading it when your channel is not grown enough and get sh*tty results.
Good Quality&Optimization is still Best !
When you upload a video, Youtube will sometimes show it in TOP Search results, That is your time to shine ! With Low Quality video you will disappear from Rankings soon
Make Quality Video, Catchy Title, Thumbnail to Increase your CTR and Retention Time, If you will perform better than already Top ranked videos, Youtube will know your Video is Good.
Example: I found Keyword that has pretty high volume. In Search Results average Video got 3-5k views / 1000 subs on Channel, but most of those videos looked very very sh*tty...
So i made HQ Video+Thumbnail,Optimized for SEO, and right after upload i was ranked #4 for main keyword, and because i had much better Thumbnail and Video my CTR was around 40% at first 100 views.
That made strong signal to YT that my video is Good Quality and is relevant to KW thus should be ranked for it.
I uploaded that video on 2015 Account,50 Subs, 0 watchtime and from time i uploaded it to this day [1month] it sits on 2-4 Position for Main Keyword....
