I usually built bookmarking sites on Pligg. Pligg is already #1 bookmarking script and Free. Why are you interested to built it on WP?

Pligg is certainly a good option, being built for Social bookmarking sites only.
But Wordpress is an amazingly powerful script which can be tweaked into thousands of forms. But if you go with Wordpress, make sure the developers f the plugins you have to use are actively updating it. Otherwise there will be compatibility issues as Wordpress is updated very often.
