Booking Form and SEO

I have a newly built website that provides local services. I've disabled the booking form as I don't yet have the staff to fulfill the bookings. I don't plan to get staffing until my website is ranking and I'm getting leads.

Currently, when a user lands on the booking page, the page is locked with a popup message indicating we're not taking bookings and they have the option to leave their email to be notified in the future. Whether they leave their email or just close the popup, they are redirected to the Homepage. My question is, will this hurt my SEO? Will this significantly negatively impact my bounce rates/dwell time? Is there a better practice that I can use while we're not taking bookings?
