I’d say have at least 5-7 well filled boards before going aggressive. It helps keep your profile look natural and gives you quality places to pin to without looking spammy.
 
Better to build a few strong, well-themed boards first because Pinterest ranks quality and relevance higher than sheer board count.

Just 1 per niche. And the pinterest account will feature only 2-3 boards/niches since I don't want to confuse the traffic coming in from them.
