I got the gray warning right after connecting a clean WABA to a verified BM. Cause? Old card on file that had failed payment before.

Removed the card, added a new one, and submitted appeal through Meta chat. Warning lifted in 3 days.

You don’t need to start over unless the BM is Red-flagged (no ad account access). Otherwise, just clean it up.
