When BM accounts are flagged, the first thing you should do is immediately check the personal Facebook account that manages them. To avoid further restrictions, you need to keep account usage low, carefully designate admins, and always ensure full compliance with Facebook policies.
 
I also encountered the same situation as you but could not do anything, it was because of Facebook's algorithm. But I successfully appealed most of those BMs because my BM was verified.
 
Warm up each BM gradually, keep verified profiles, rotate payment methods, and avoid sudden large ad spends, consistency and trust signals matter most.
 
Reasons why BMs that are not running are still restricted

BMs are involved in a "high-risk" ecosystem

Weak Via, fake, multiple checkpoints

Same IP or Proxy that ran another BM is flagged

Involved in a previously locked ads account → Meta traceback

No real activity - the system flags it as "set up for spamming"

Many new BMs are created but have no Page, do not run ads → considered spam

BMs add many assets at the same time → suspected of "illegal sharing"

Being checked in batches due to "batch review"

Facebook usually reviews in batches → you can be affected in batches even if the BMs have not run anything

I have the same problem, I am testing and have 2 BMs being checked and restricted even though they are running almost nothing. I really don't understand the reason and I am also worried that it will affect other BMs.

With verified BMs and increased natural account limits, this situation will not occur.
 
If you want to limit it, just keep your BM clean, verify it completely, don't put too many assets in one place and divide the activities equally.

Keeping them aged and occasionally active with safe activity helps reduce sudden restrictions.

maybe it's the ip, you manage too many bm on 1 ip is also a problem, or you should stop sharing or doing anything when you see the meta is tight

Stop using the restricted accounts and avoid linking them to new campaigns for now. Make sure all active BMs follow policies, verify business info, and avoid suspicious patterns. Consider spreading assets across multiple verified BMs and contact Facebook support to clarify the restrictions and prevent future issues.

I’ve also noticed Meta is hitting BMs harder than before, even inactive ones. I feels like they’re tightening the system in ways we don’t fully understand yet.
