Is there a program I can download which will allow me to send a message to any user with bluetooth turned on.

such as in a nightclub doorway??

I have seen this done before but not sure how to go about it

I believe there is something out there that I read about a month or so ago but I was an ahole and didn't investigate it as I am planning ad advertising promotion with a similar twist.
