Yes adsense will work on a blogger site. It probably works easiest on those sites since they are both owned and operated by Google.
In answer to your second question, I'm sure you could use black hat tactics on any site including blogger. I doubt things that you do that you aren't supposed to will last for long on blogger. Since these are sites maintained by Google, I'm sure anything you do that is considered black hat will be detected and stopped much more quickly than if you were doing it on a domain and host not operated by Google.

Definitely! Adsense and Blogger go great together, just avoid doing any blackhat link building or anything else that will get you penalized. In my experiences, I noticed that a regularly updated blog will perform well in the SERP's, however this depends on how competitive the niche is. My blogs rank well for a lot of long-tail keywords - stuff that I didn't plan on ranking for.
What I'm doing now is mobile blogging from using the Blogger android app, simply talking about stuff I enjoy and can talk about without doing research. It's getting a lot of traffic from Google and Bing image searches, as well as from many long-tail keywords. So, Blogger and Adsense are definitely a great way to make an additional income.
