There's no such a way to buy altcoins with paypal.
You have to subscribe to a website like Coinbase or BItpanda(Coinbase is crushing like fuck these days, avoid it). Then you can buy the other altcoins using BTCs or ETHs trough an exchange website like Bittrex. But remember all these services have fees. And the fastest way to buy BTCs is through CC but that also means higher fees.
