blogspot to paid domain

if I have a blogspot website and move to a paid domain will they be able to ban me for content locking?

I suspect you're referring to duplicate content penalty?
If so, just take the content down from the blogspot page as soon as your own domain is setup and functioning... ordinarily I'd suggest a 301 redirect, but unfortunately with a blogspot page that's not possible.
