Does expired Blogspot loosing his PA after registered on new account?

Why would Moz care about whether you register the blogspot or not? PA won't change. PA is stuck with the URL no matter what you do with it. Also, PA is bullshit. Google doesn't care about the PA either. It's all about the backlinks the Blogspot has and those do not get deleted after re-registration either.
