Usually blogspot commenting doesnt hurt your ranking. It may even boost your ranking a bit.

But if its obviously spammy, google will penalize you, so ensure your comments are high quality!

Probably not if you don't cross the line, however they won't do wonders either.

Comments can't hurt your ranking, but incoming comment of unique persons traffic will give page ranking to your site.
