You can start blogging with $0 but you need to spend much time .
At lease you should buy a domain , it will be more professional .

You can just prepare for a long time investment. you need to keep work on the project for years before you see any earning .
use blogspot/wordpress.
 
If ypu REALLY want to start with $0,I'll suggest go with blogspot instead of wordpress.
I say this because while doing KW research for my websites, I see a lot of blogspots ranking for zero-competition KWs.

If you want to start with 0 just start with social media (fb, pinterest, insta). That's the best option when you don't have money. Make social media your primary and just create a blogspot or wordpress to drive visitors to your affiliate or CPA offers.

I am not sure if the two you listed are free but you can also use Quora, LinkedIn and Medium for free blogging. All the best!
