Best Blogging sites for free or low cost.

Are there any blogging sites, which offer free service for blogs. And they are not sensitive about the content, that you put there in including the money links.

Or how to make a my own domain blog if i have already a domain and hosting.
Wordpress and some what??

I`d recommend you use wordpress as your CMS of choice and build the blog yourself on a domain you own. It`s better this way, as you are in full control of the website and you don't risk getting suspended and losing all your hard work. You can use free blog platforms like blogger, but they can ban you anytime they feel you're stepping on their ToS.

Setting your own blog is good. Here are some tips,

Use Wordpress as your blogging platform as it's easy to setup.
Set up a blog on your domain and change your blog's themes and layouts to make it look attractive.
Write blog posts and pages (it should be unique and add images as well).
Add some important pages like contact us, privacy policy, about us pages as well.

Thank you so much, i would need some technical advise i guess, Marketing side i can figure out.

i just lack in tehcnical side from A to B

I guess, i will make an wordpress site and upload thought FTP to my hosting. Do i have to keep in mind some hosting requirements such as PHP or my SQL

I recommend to have php version >=5.6
