blogging and translating

Hey guys I would like to put up a blog which would be an exact copy of a very good running blog just in another language.
So I would translate all of it and just upload all.
Do you think that blog would rank high as the niche (in another language) is foolproofen. And do you think a blogger blog with no costs would be sufficient to do so?
And how would I attract my first visitors there? because I get always stuck in the beginning

Yo! just install a 'wordpress blog' and use their abundance of 'mega plugins' to overcome your translation.

not sure about the ranking aspect however? should be fine though.

Just search this wonderfull forum or google for plugins.
