Can you write articles talking about copyrighted material?

For example:

Top 10 Movies of All Time
Best Songs of 2018

These topics would include copyrighted material(assuming you talk about popular mainstream movies & music)

Is this allowed? I'm assuming you can, because news websites talk about copyrighted things, but I wasn't 100% sure.

Yes you can write about them and also critique. But you can’t sell there any copyrighted materials without authorisation.
 
No issue with that at all.

You'd only have copyright issues if you had the videos/music available to view/download from your site.

The FAIR USE doctrine in the USA allows you to post SNIPPETS for commentary/review purposes

Top 10 listicles definitely qualify. Just make sure you don't post the whole work.

There is no question of copyright infringement because the blog is about your opinion about the said movies not a playback of the movies themselves. "10 best movies" blogs and even vlog reviews about movies are fine.
