I would say WordPress. It is one of the best options when it comes to blogs. They also allow you to create your free blog on it just like blogger. But the formatting is really impressive and beyond the level of blogger. After the recent update, they have made their blogs pretty good.

If you're tight on budget then use Blogger. It works great.
But if you'd want to move your website to another hosting provider later it's not possible so you'd want to go with Wordpress.

wordpress is more complex and expensive but worth if you are serious with your project.

I would suggest trying with WordPress if you have the budget to start. If not you can try with Blogspot but WordPress is the best option.

WordPress software is way more customization and way easier to monetize. WordPress is easy to use for those people which have no sense how to design website and that is why it has become world's top rated website script but question is about its efficiency and popularity when it is compared with blogger.
As a look wise blogger is not great but it has some special features while I prefer WordPress first.
