Still works, but it’s nowhere near what it used to be. Blogger gets indexed fast if you push it right, but Google’s not dumb, the domain trust is there, but the spam filters kick in quicker than before.

You can still use it to rank short-term, especially for churn & burn stuff, but don’t expect it to hold if you’re lazy with content or links. It’s not dead, just more fragile.

NO unless something for human is on it. Same for all other web2.0.
 
I think it won't be as effective as it was in the beginning, because now the story will be where the most users are concentrated, and now the blog is no longer an ideal place, you can still develop if you already have a following from before and have a deep enough expertise.

For me blogger don't work, I have never seen Blogger ranking in serps for clickbank keywords.
If you have semrush subscription you can easily find out what it's ranking for.
Go to traffic of blogger and filter the keywords for:

Real
Legit

It doesn't have to get authority advantages/boosts,
Could be ranking tho, pretty much as a new website
