Blogger sites with 40+ DA score

Maybe i am mis reading my 3rd party tools but I am curious about blogger sites and 3rd party tools. A lot of the websites *ARE* spam and I have competitors who dont know what they are doing who have mass generated content on them repetitive to move the needle. Though i noticed it does help them rank on low comp keywords certain places.

Why do some of these sites appear to be powerful?

While others have no power of course.
