It looks to me like he might be talking about wordpress.com, in which case blogger is better. Self hosted wordpress.org is the best, of course.

Don’t choose bloggers as it makes your work very difficult, the best one is Wordpress to get started.

Instead, get a self-hosted domain and install Mobirise.
It's free, and you get lots of templates.
Mobirise is up to the job if you want to monetize a page.
For example, you have an article that you want to spam all over the place. It has its own monetization system where people click on a link to order something, and you get paid.
Another thing I like about it is that you can use those pages to figure out who your customers are.
Once you're sure about what they're looking for, you can then install WordPress as a link on your page.
Or, if you want to save money, link to your Blogspot blog that way.
It's scalable, easy, and most importantly, allows you to figure things out in a cheap way so you can then scale up later.
