Blogger blogspot post

Hello BHW friends,
First of all sorry for bad English.
my question is .....is there any possible ways for
user to allow to post 1 or 2 images only
and limited article word counts .
to post need to use ID ( same as comment ID)?

I think contact to any developer who's know about blogger working or go to freelance site with you requirement because according to your requirement that's admin part, in this section admin fix allow or not allow user post, your other requirement is post need to use ID ( same as comment ID) that's also fix by developer.
