You can do SE optimization, advertising campaigns, campaigns on social networks. All of these methods have sub-methods, free and paid ones.

There are a few suggestions on how one could actually increase the traffic to his/her blog. Here's my suggestions:

1) Guest blogging - you could write some really quality texts and then share them on guest blogging sites. However, you need to find some high authority having sites so that it would be visited and your post would be found with a link to your official site.
2) Link building - even though it might not seem very legal, the option exists. There are people who own blog networks and sell links for the interesants. This would probably require you to write a post and send to them so it will be published.
3) Related companies - also, if you have some budget on this issue, you can also find a company that works on increasing the traffic to your site.
4) Templates/landing pages - also, if you have designers you can try creating templates or landing pages that with certain keywords might also increase your traffic.

I'm not sure if this will work for you but what I did was build up my blog in terms of high quality content, spruced up the design itself and invested heavily in SEO. Recently, I tried paid traffic from http://webtrafficgeeks.org and it seems to be going well. You could also go with social media promotions, Facebook, Twitter and such.
