With Scrapebox, yes. You can do it manually as well but since your in BHW, that's a no.
You can scrape 100% based on location but what you can do is use guest post footprints + <location targeted>
Note: You can find the guest post footprints here in the sticky section here.
So, you plug in your guest post footprints then, <insert footprint> + <your location here>
After that, sort them by PR and you're good to go.
